A bit about us:
We are a newly set up charity and the result of a joint venture between Scottish Government, the University of Edinburgh and Public Health Scotland. Our work will be done in collaboration with these and other major contributors to the field of data driven research.
Our mission is to improve the economic, social and environmental wellbeing in Scotland by enabling access to and linkage of data about people, places and businesses for research in the public good.
By bringing together expertise, resources and capabilities from a range of existing data-led programmes across the public and private sectors and academia we will help researchers get access to the linkage-ready data they need to complete, potentially, life-saving or life-changing research more quickly, but without compromising on our duties regarding ethics,  information governance or data security.

A bit about the job:
We are looking for a Finance Manager. You will be part of the Charity Operations Management Team Your focus will be on setting up and ensuring the smooth running of RDS’ financial analysis, planning and reporting systems as well as the preparation of financial statements. You’ll support RDS to make financially sound business decisions grounded in the principles of value for money and transparency. 
Collaboration and partnership will be key features of the role. As Finance Manager, you will work closely with the CEO, RDS Directors, the Board of Trustees and senior management in our partner organisations.  Stakeholder engagement is important in all our roles. 
We’re a start-up so, in line with your skillset, other bits and pieces will come your way including helping out on payroll and procurement.

A bit about you:
Did we mention we are a start-up? A flexible mind-set is essential. You are a self-starter, with high energy.  Sound experience setting up and managing financial systems and budgetary planning is a must.  Even better if you’ve done this in the public sector.  You have a good head for numbers and are adept at using various systems also for financial modelling purposes. You are also passionate about how data driven innovation can transform services and improve wellbeing and preferably have some knowledge of/experience in working with data, data platforms or data improvement methodologies.

You’ll have gathered by now that we are a work in progress. That said we’re committed to being a fair work employer so will encourage channels for effective voice, e.g. trade union recognition, we’ll invest in the development of our people and we’ll promote an inclusive workplace culture.  What else: a 35-hour week,  33 days’ holiday, including public, but we don’t intend to have set closures, hybrid working, flexible working hours, open from day 1 to discuss flexible working arrangements, generous pension, based at the Bayes Centre in the centre of Edinburgh. Role: Finance Manager
Pay: C1 - £40,000 - £49,000. Generally people start at the first point on the scale, but for roles with specialist skills and where there are recognised recruitment difficulties a level of flexibility will be considered.
Hours: 35 per week    
Employment Type: Permanent. Happy to discuss a 2-year secondment from similarly minded organisations providing you have prior agreement from your department director or line manager.

Key Duties and responsibilities will include:

  • Managing financial accounting, monitoring and reporting systems
  • Monitoring and interpreting cash flows and predicting future trends
  • Managing and coordinating budgets and forecasts
  • Developing financial management mechanisms that minimise financial risk
  • Ensuring compliance with all tax matters, including corporation tax, capital allowances, VAT
  • Conducting reviews and evaluations for cost-reduction / cost-effectiveness opportunities
  • Supporting the development of RDS strategic and long-term business plans, including annual report and accounts by working collaboratively with the Directors
  • Providing and interpreting financial information and producing accurate financial monthly/quarterly reports to the Board to specific deadlines
  • Developing external relationships with appropriate contacts, e.g. auditors, solicitors, bankers and statutory organisations such as the HMRC
  • Liaising with auditors to ensure annual monitoring is carried out
  • Keeping abreast of changes in financial regulations and legislation
  • Analysing change and advising accordingly
  • Researching and reporting on factors influencing business performance
  • Managing payroll, VAT and HMRC processes

Person Specification

Knowledge, Skills, Experience
Experience in managing financial processes that drive value for an organisation. You will need to be a fully qualified accountant and a member of one of these accreditation bodies CIPFA/CIMA/ACA/ACCA Essential
Strong technical accounting knowledge and experience across a range of financial activities e.g. able to produce complex budgets up to multi-millions, create accounts and run audits Essential
Demonstrates the ability to work and coordinate across teams Essential
Ability to communicate in writing and face to face with a range of colleagues and wider stakeholders Essential
Proficiency in IT including Microsoft Office Suite, especially strong in Excel or similar for modelling;  proficiency in other systems e.g. Oracle, Sage, Business Objects etc. Essential
