Description

Net Zero Affordability looks at estimating homeowners’ ability to afford the retrofit costs associated with achieving the government’s ambition of net zero greenhouse gas emissions from all buildings in Scotland by 2045. It combines consumer banking microdata to provide estimates of individual disposable income with census data and energy performance certificate (EPC) data to provide estimates of retrofit costs. The income estimates were calculated based on four years of banking data up to December 2024 and the housing estimates were based on 2021 census data and the ten years of Energy Performance Certificate data up to Q3 2023.
